Hungarian EU Council Presidency (July-December 2024) issues concept paper urging embrace of innovation, legal reforms, and improved education in transplantation

The Concept Paper issued by the Ministry of the Interior of the Hungarian government, holding the European Council Presidency from July to December 2024, outlines a comprehensive strategy that encompasses increased organ availability, enhanced efficiency and accessibility of transplant systems, and the improvement of quality and safety standards. It stands as a call to action for the European Union to embrace innovative practices, improve legal and ethical frameworks, and foster education and public awareness.

The paper states that “the Hungarian Presidency envisions a future where every European citizen in need has timely access to life-saving transplants, where the generosity of donors is honoured and maximized, and where our health systems are strengthened by the efficiency and cost-effectiveness of transplantation.

The proposed measures include:

  • Increased exchanges of organs between EU Member States
  • Lower standards for organs
  • EU Member States adopt an ‘opt-out’ system, where all citizens are considered donors unless they explicitly choose otherwise.
